The People’s Government of Hainan Province published its Carbon Peaking Implementation Plan on August 22, which stipulates that by 2030, the sale of fuel cars will be completely banned.
On the whole, the program requires that, by 2030, low-carbon green development patterns should be developed in key areas, and the proportion of non-fossil energy consumption should be increased to about 54%. CO2 emissions per unit of GDP would be reduced by more than 65% compared to 2005, and the goal of carbon peaking by 2030 would be achieved.
The program explicitly promotes the application of new energy vehicles and vessels. The local government will provide preferential policies on vehicle purchase taxes for new energy vehicles and related support policies, and gradually advance the use of clean energy on various types of vehicles in the province in phases and areas. Clean energy is also encouraged to be used on public transportation and new energy private vehicles.
It is also proposed that efforts should be made to solve the problem of inconvenient charging to optimize the experience of using new energy vehicles. By 2025, the overall vehicle/charging pile ratio in the province will be less than 2.5:1, and the average service radius of the charging network in the key pilot areas will be less than 1 km.
Low emission areas and zero emission areas will be delineated and announced according to the condition of atmospheric environment quality and road traffic development. By 2022, Hainan Province will set up a new energy vehicle battery charging infrastructure operating company and develop a platform for operating Hainan’s battery charging infrastructure.
